Paul Sell / Director

Paul Sell is an energy economist, specialising in energy markets and market reforms. He has 28 years’ experience, which includes providing major advice on restructuring, on deregulation, on the design and implementation of electricity and gas markets and on network regulatory arrangements in Australasia

Paul has worked extensively with governments, energy regulators and energy market agencies as well as with energy businesses


  Paul began his career as an economist in the New Zealand Ministry of Energy.
  He has been a consultant since 1985. He was a consulting Partner in Ernst & Young
  and a Vice President in Cap Gemini Ernst & Young, based in Sydney.
  Paul established Energy Market Consulting associates in 2002

  Energy Markets and Access Arrangements:
  - Electricity and gas utility pricing and regulation - in particular transmission and
    distribution access arrangements, incentive-based regulation and network pricing,
    including cost analysis and tariff design


  - Electricity and gas wholesale markets - market design, interaction between
    the energy market and network access arrangements, market implementation, market

    readiness, enhancement and dispute resolution


  - Retail competition in energy markets - policy requirements, market design and
    implementation programmes, including market processes and information systems

 Energy Sector Restructuring:
  - Energy utility sector restructuring/deregulation policies and their implementation,
    including industry-wide role definition and process separation


 Other Energy Sector Expertise:
  - Investment decisions and investment justification processes in the energy utility sector
  - Energy forecasting and planning studies

  - Utility valuation, management performance and commercial restructuring

  - Business modelling
